This week's Community Shout.

This week's guests:

Ralph Engler with NAMI shares information on two upcoming NAMI events.

To NAMIWMAZ members and community supporters/friends of NAMI:

You are invited to the next NAMIWMAZ no-host dinner scheduled for 5:30 pm on Monday, November 12, at Show Low Cafe, 480 W Deuce of Clubs, Show Low.  Yes, it's a different location this time - changing things up a bit.

We’re especially excited to share that Connections, the peer support group, has been launched ... more information about Connections at the meeting.

We've enjoyed some encouraging events since last meeting and also have some updated materials and website content to share.

An exciting open-house type event is now scheduled for Saturday morning, December 1, at Solterra from 9 am to 11 am.  Coffee and pastries will be ready!   This walk-in event is targeted for the general public and people who have inquired about NAMI and/or have indicated an interest at table events.  No presentation or agenda - it will be a meet-and-greet morning where we will just chat with folks informally.  That way people can get to know us a bit, ask questions, give us comments and feedback and hopefully feel more comfortable about the NAMI group and/or class benefits available.

We’re asking our members and our community partners to drop in sometime between the hours of 9 am to 11 am ... and consider bringing a friend or colleague.

Back to the dinner meeting on November 12, we'd love to have you join us.  Please RSVP to me ( maggie4vol@cableone.net ) so we'll arrange for the best space available.

Product Focus - SUNRISE AIR AMBULANCE Chris Holiday talks about the people and services offered.

Jamie Applegate with the Show Low Chamber stops by to talk about the upcoming Pioneer Pitch Kick-Off Event at NPC Nov 7th, ALL-Day, Norhtland Pioneer College, Learning Center.

In this Special Edition, Birdman chats with Doyel Shamley who is running for State Representative, District 7.

Your Candidate:

Doyel Shamley
State Representative - District 7
Republican

"As we seek to continually better our society, the role of rural Arizona becomes more and more critical all the time. With that role, comes the need to foster a better understanding of the role rural Arizona plays in our states vitality and economic base, renewable energy and natural resource sectors, watershed management, forest stewardship and wildlife/wildlife habitat. All of these factors, along with a clear understanding of these sectors and impacts, are what fostered my decision to run for AZ House of Representatives, LD-7. With my years of background experience in the areas of natural resource utilization, veterans affairs issues, my experience as an Apache County Supervisor, and my strong grasp on the issues effected by varying jurisdictions, I can work for the betterment of the citizens of LD-7 and the citizens of Arizona. We must strive for an environment in Arizona that supports a strong economy, economic freedom and vitality for our counties, cities and citizens, quality education for all students, personal freedom and economic security, and a debt-free future for Arizona. As a veteran I know that we can, and need to, do more for our veterans to insure a proper level of healthcare and transitional services."

In this episode, Birdman chats with Lisa about No Fracking.

No Fracking AZ is a local (Navajo/Apache counties), grassroots effort aimed at halting the development of hydraulic fracturing (fracking) operations in Northern Arizona. We are entirely unpaid volunteers, from diverse backgrounds: we are homemakers, tradespeople, professionals, environmentalists and retirees. What we have in common is that we understand the real threat that fracking poses to our water, our land, and our way of life.

The news is full of stories of developers’ promises of economic development, followed by dire consequences. Communities and individuals throughout the United States have had their lives torn apart by illnesses, plummeting property values, and ruined water supplies. If you are wondering what you can do to help, please read our petition *here*.  It is a start.  If you would like to volunteer, please click Contact in the menu bar and let us know.

We need to stand up soon against corporate interests that are poised to change the character of our region. Once the fracking has begun, remediation of any problems will be like picking the pepper out of your mashed potatoes. We hope that you will join us in this struggle. Please fill out our contact form if you are willing to help, or have contacts that could assist us! We will also gratefully accept your donations; as a not-for-profit organization, each dollar you are able to send will have a direct and meaningful impact. Thank you for helping keep Arizona beautiful, safe, and frack-free!

In this Special Edition Episode, Birdman chats with Keith, Town Manager and Kevin, Finance Director with The Town of Pinetop-Lakeside about Home Rule (Proposition 415).

Video @ https://youtu.be/TiPqovdrrIA

Proposition 415 – Alternative Expenditure Limitation (Home Rule Option)

Fast Facts:
• Proposition 415, the Alternative Expenditure Limitation (Home Rule Option), provides local control to meet local needs, instead of having to use a state-imposed formula based upon our 1979/1980 budget.
• Proposition 415 does NOT impose any new or additional taxes and does not raise existing taxes.
• Proposition 415 will NOT permit the Town of Pinetop-Lakeside to expend more than it receives in revenue.

Proposition 415 Alternative Expenditure FAQs:

1. What is an Expenditure Limitation Election?

In 1980 the electors of the State of Arizona approved a tax reform package that placed a new expenditure limitation on cities and towns. This limitation is based on expenditures in 1979 adjusted for population changes and inflation. State law allows local governments to alter the state-imposed limitation or adopt an alternative expenditure limitation (Home Rule Option) by referring the issue to the voters.

2. Why adopt a Home Rule Option (Alternative Expenditure Limitation)?

Any city or town can adopt its own "alternative" expenditure limitation that is free from any ties to the state-imposed limitation if a majority of the qualified electors voting on the issue at a town regular election vote in favor of the alternative limitation. There are no limitations on the form of this alternative limitation. An alternative limitation may be referred to the town voters by an affirmative vote of two-thirds of the members of the town council or qualified electors of the town may offer an alternative limitation through the initiative process (Article IX, Section 20, subsection 9, Arizona State Constitution).

3. What is a State-Imposed Expenditure Limitation?

Municipalities have the power to change their state-imposed expenditure limitation through voter approval. 85% of Arizona municipalities have changed their limit through either Home Rule or Permanent Base Adjustment options. Home Rule election is
conducted every four years; our last successful Home Rule election was in 2007. Home Rule is flexible because voters approve the option every four years. After voter approval, the expenditure limitation authority is part of the budget process.

4. When is the last time the Town adopted a home rule option?
It was last approved by the voters on May 15, 2007. The Home Rule Option remained in effect for four years and was referred for an extension on May 17, 2011, but was not approved by the voters.

Proposition 415 – Alternative Expenditure Limitation (Home Rule Option)

5. What is Proposition 415 Alternative Expenditure Limitation (Home Rule Option) and why is it on the ballot?

Pinetop-Lakeside voters are being asked to consider an Alternative Expenditure Limitation (Home Rule) option on the November 6, 2018 ballot. This option would eliminate the base dollar amount used under the state formula to calculate the Town’s expenditure limitation.

In 1979/80 an Arizona State Constitution amendment imposed expenditure limitations on all cities and towns in Arizona based on their 1978 actual expenditures and population (with an allowance for inflation). Like most cities and towns, Pinetop-Lakeside has seen significant growth since 1978. The Town incorporated in 1984. Because the Town did not incorporate until after the Constitution amendment, the State calculated our base rate.
The Town now provides many services it did not provide in 1984, such as its parks and recreation facilities and programs, library services and programs, new streets, and sidewalks. As Pinetop-Lakeside has grown, so too have revenues and operating costs.

6. What does a “Yes” vote on Proposition 415 mean?

A “Yes” vote means you are in favor of giving the Town’s elected officials the expenditure authority to set the Town’s annual spending limit based upon available revenues.

7. What does a “No” vote mean?

A “No” vote means you are not in favor of giving the Town of Pinetop-Lakeside additional expenditure authority and that you want the Town to stay strictly within the State Expenditure Limitation Program.

Tamra:

  • Our city election—combined with federal, state and county elections—will appear at the end or near the end of the ballot.
  • Show Low voters have 2 polling places to choose from— either the city campus gym on East McNeil or Timber Mesa Fire and Medical District  on the Deuce of Clubs across from the airport.
  • Voters will need to present the necessary identification to receive a ballot or can request a ballot in the mail by calling Navajo County at (800) 668-3867 by August 17.

Ann:

  • Our Council members are non-partisan—which means they don’t declare a party affiliation.
  • A voter who has a designated political party (Republican, Democrat, Green or Libertarian) will receive that party’s ballot at the polls.
  • Because Arizona is an Open Primary state, voters registered as “independents” or “no political party” can still vote in the primary.
  • At the polls or by calling Navajo County, voters can choose a Republican, Democrat or Green party ballot OR a city-only ballot. The city-only ballot shows the City Council race and ballot proposition.
  • The Libertarian party is the only party that doesn’t participate in the Open Primary.

Rob:

Can you explain the ballot proposition and tell us more about the General Plan?

Justen:

  • Shown as Proposition 416 on the ballot, it asks voters to approve the 2018 General Plan.
  • A General Plan provides guidelines for land use, transportation, quality growth and compatible development.
  • The last General Plan was adopted by the voters in 2008.
  • Although land development has been minimal, we’re required by state law to update it every 10 years and get voter approval.
  • What’s new in the 2018 Plan are updated maps, demographic data and general information. The rest of the Plan is a close copy of the 2008 version.

Rob:

How can voters learn more about the ballot proposition?

Justen:

  • All households with a registered Show Low voter will receive a publicity pamphlet through the mail in late July or early August with more information.
  • We’ve created an informational flyer about the General Plan that was distributed with the utility bill that was sent in early July. We also have copies of the flyer at city hall.

Rob:

Will the city have a general election in November?

Ann:

It depends on what happens at the primary.

For candidates, anyone who receives more than 50% of the vote for the office of Council member is considered elected. If all 3 seats are not filled at the primary, a general election on November 6 will be held for the remaining seats.

The ballot proposition for adopting the new General Plan will be decided at the primary.

Rob:

Is there still time to register to vote in the primary?

Tamra:

July 30 is the last day to register to vote in the August 28 primary.

October 8 is the last day to register to vote in the November 6 general.

Voters who have moved to a different physical address, changed their names because of marriage or divorce or want to change their party designation must re-register to vote.

Voter registration forms are available in the lobby at city hall.

Rob:

Are there any other key dates our voters should be aware of?

Tamra:

Early ballots will be mailed to the voters by Navajo County beginning August 1. Voters have until August 17 to request an early ballot by calling (800) 668-3867.

The last date we suggest mailing back a voted ballot is Friday, August 24, to make sure it’s received by the county by the August 28 election.

Or voters can drop off a voted ballot at any polling place in Navajo County on election day. All polling places will stay open until 7 p.m.

If there is a general election, the date is November 6.

Rob:

How can our voters learn more about our candidates?

Ann:

  • The Show Low Chamber of Commerce is sponsoring a candidate forum on Thursday, July 26, in our council chambers at 181 N. 9th Street with you, Rob, as the moderator.
  • Voters can come and listen to the candidates debate or watch the forum live on Show Low TV.
  • Our quarterly city newsletter, sent with this month’s utility bill, has an article about the election. We also have election news on our city website at showlowaz.gov.

In this Special Edition, Birdman chats with Wendy Rogers, who is running for Arizona Congressional District 1.

Video @ https://youtu.be/MiFpcWB9jAI

Your Candidate:

Wendy Rogers has led a life of service to her country and her community.

Daughter of a long line of Army officers, in 1976 Lt. Col. Wendy Rogers was commissioned as a 5th-generation military officer into the Air Force from Michigan State University with her bachelor’s degree and then master’s degree from the University of Alabama in Clinical Social Work. She began her career treating patients in the Air Force mental health clinic. In 1981, Wendy Rogers became one of the first 100 women pilots in today’s Air Force by earning her wings at Williams AFB in Arizona. Following Air Force jet training, Wendy piloted worldwide airlift and humanitarian missions in the C-141 transport jet for several years. Wendy then served as a flight instructor for cadets at the US Air Force Academy. The latter half of Wendy’s 20-year Air Force career placed her overseas. While in Europe, Wendy piloted Air Force C-21 Learjets and led three different operational divisions at Headquarters US Air Forces Europe. During the fall of the Berlin Wall and efforts to improve relations with former East Bloc countries, Wendy was deployed for six months downrange to run the Bosnian Airlift. She finished her career with over 3,000 hours of jet time and numerous commendations, including the Defense Meritorious Service Medal.

After retiring from the Air Force in 1996 after twenty years of active duty, Wendy and her husband Hal (also a retired Air Force officer) started their own home inspection business. Their crew of Arizona-licensed home inspectors has worked throughout Coconino, Yavapai, Pinal and Maricopa counties. Hal is an electrical engineer who originally grew up on a Holstein dairy farm milking cows twice daily till age 18. Since Wendy and Hal relate on so many levels to the wholesome rural lifestyle of the area, they chose to make their retirement home Flagstaff’s Wildwood Hills. Wendy Rogers is uniquely able to serve the needs of the First Congressional District because she is able to pilot her own aircraft into many of the short-field runways in remote rural areas.

In addition to her degrees in social work, Wendy holds a second master’s degree in National Security Studies from Cal State San Bernardino. Wendy and Hal homeschooled their children George and Emily during their elementary years. George and Emily then graduated from an Arizona public charter high school and were merit-scholarship ASU Barrett Honors College Sun Devils. George was commissioned as an officer in the US Marine Corps in May 2009, later returning to Arizona to earn his PhD in electrical engineering at ASU in 2014. Emily graduated in 2012 with a Barrett Honors BA in German and Honors BS in international business and marketing. George and his wife are the proud parents a seven-year-old, a five-year-old, a two-year-old and newborn, adding the title of “proud grandparent” to Wendy’s life of accomplishment.

Wendy has been active in the local community as development director of an Arizona charter school, as a foster parent, and as an Arizona substitute teacher. Both Wendy and Hal are active, alert-roster-ready officers in the US Air Force auxiliary, the Civil Air Patrol (CAP), flying missions and participating in search and rescue efforts. Wendy Rogers’ maxim in life remains what her parents taught her from Luke 12:48: “For unto whomsoever much is given, of him shall much be required; and to whom men have committed much, of him they will ask the more.”

Recorded in the Hertiage Room at the Show Low City Hall.

Jay Brimhall and Officer Roby join share information about the upcoming 4th of July holiday.

JOIN US FOR SHOW LOW’S
4TH OF JULY PARADE, WET ZONE, AND FREEDOMFEST
Annual signature events are patriotic salutes to our nation!

Celebrate our nation’s birthday on Wednesday, July 4, through the City of Show Low’s family-friendly signature events — the annual parade in the morning, a wet zone to follow and FreedomFest in the afternoon. Find your spot for the annual parade, which begins at 9 a.m. along the Deuce of Clubs, traveling eastbound from Owens and turning south on White Mountain Road to Hall Street. This year’s parade theme is “Heroes, History and Honor,” with decorated war veteran and local resident Tom Judd, Senior Vice Commander for the Veterans of Foreign Wars, leading the parade as grand marshal.

Expect road closures and detours during the parade. The Deuce of Clubs (US 60) will be closed between Whipple Road and S. White Mountain Road (SR 260) from 8:45 until approximately 11:30 a.m., with eastbound and westbound detours established. The eastbound detour begins at the Deuce of Clubs and Whipple Road intersection, with the Deuce of Clubs closing to traffic at this location. Traffic will be routed to Whipple Road to Central Avenue and south on Woolford Road to S. White Mountain Road, where the White Mountain Entertainment Show Low 5 movie theaters are located. Westbound traffic on the Deuce of Clubs will be routed south on S. White Mountain Road to Woolford Road and return to the Deuce of Clubs via Whipple.

Following the end of the parade, the city will provide a “wet zone” at no charge until 1:30 p.m. at Frontier Fields, 600 N. 9th Place. All ages who want to frolic among the sprinklers, cool off with a good soak from Timber Mesa Fire and Medical District’s fire truck or enjoy exciting water activities are invited to come and have fun.

At 3 p.m., head over to the Show Low football stadium complex, 500 W. Old Linden Road, for the popular FreedomFest festivities — with free admission — planned to last well into the evening. Relish tasty fare, including Indian tacos, Mexican food, funnel cakes, kettle corn, pretzels, cotton candy, shaved ice, hand-crafted soda and other delectable treats. The Fun Zone will be in full swing from 3 to 8:30 p.m., featuring a double-lane mega slide, rock wall, wrecking ball, obstacle courses, bounce houses and much more. Unlimited ride wristbands are only $10 each.

Live concerts begin at 3 p.m. with Fools Hollow Band, Edward at 4:15, Arizona Blacktop at 5:30, culminating with headliner, Sir Harrison Band, performing at 7:30 p.m. In addition, parade winners will be announced at 6:45 and, beginning at 7, the Show Low High School Choir will perform patriotic songs along with a flag-raising ceremony.

The Fireworks show will more than likely be cancelled. Final decision will be made on Monday, July 2nd.

In addition:

Please be patient with others.

Dogs need to be on a leash; if they are not good in crowds or around noise, please be smart and don't bring your pet.

Please do not double park over another person. Leave enough space so that if you or another person has an emergency or needs to leave, they can get out of the space safely.

We are still in Stage III Fire Restricitons: no smoking (unless you are in an enclosed building or vehicle), no fireworks, no sparklers, no charcoal grills (propane grill okay). Protect our mountain.

Many people like to celebrate the 4th of July with adult beverages. Please be responsible, don't drink and drive, and if you're going to drive, don't drink.

Everyone please have a SAFE and ENJOYABLE 4th of July!

About Joe Clark:

I was born in Safford and raised in Tucson. I served my mission in Scotland. When I got home, I did a year and a half of college then joined the Marine Corps earning the rank of Sergeant.  I graduated from the University of Mary Washington with a Bachelor's Degree in Political Science. I then graduated from Penn State’s Dickinson School of Law in December 2008. I joined the County Attorney’s Office in June 2009.

I have been nominated twice for Arizona Prosecutor of the Year for my work on domestic violence issues - especially crating the Domestic Violence Court program. I won the award in 2011. I currently concentrate on major drug crimes and veterans' issues. Kelly Wood with the Pinetop Fire District stops by to share current Fire Conditions and Updates and about the Firewise Event.
*Firewise Event- July 21st, 9:30am-3:30pm at Blue Ridge High School, East Campus.

Tony Alba with the Town of Pinetop Lakeside shares details about the upcoming White Mountains Balloon Festival and Safety Precautions, this Saturday, June 16th, starting at 2pm running until 9am. $5 admissions, $20 tethered ride per person. There will by 7 balloons. A total of 6 balloons will fly from Pinetop-Lakeside to Show Low Airport around 6am. There will be a laser light show, live entertainment that evening.

****Balloon Festival Postponement Announcement

After some lengthy deliberation and discussion with Arizona Events Group, promoter of the White Mountains Hot Air Balloon Festival, we have reached the difficult decision to postpone this weekend’s event due to the high probability of heavy rains and possible thunderstorms created by Tropical Storm Bud. Weather models call for up to 2 inches of rain from Friday through Sunday, including the potential for dangerous lightning in the area. We want to provide a safe and enjoyable environment for everyone and at this time, we may not be able to achieve that if we were to proceed. While we are disappointed that the Balloon Festival will not proceed this weekend as scheduled, we are grateful for the likelihood of the much needed rain in our area. We are looking at rescheduling this event for the fall. To all of our sponsors, vendors, retailers, bands, balloon pilots and most importantly to people who have purchased tickets or planned to attend, we extend our regrets. All sponsors and vendors will be contacted by the end of the day with additional details. For additional information please contact net@azeventsgroups.com or talba@pinetoplakesideaz.gov. ****

Sea Shanty is here to talk about Medieval Mayhem Festival held at the Mountain Meadows Recreation area July 6th-8th. It is a Renaissance Festival! Tickets can be purchased on the website http://www.azmayhem.com/ or at the gate.

  • Adults - $10
  • Kids (5-13) - $5
  • Wee Ones - FREE!

Allison Hephner with Navajo County Public Health District stops by to talk about Environmental Health.

The Navajo County Department of Environmental Health maintains a delegation agreement with the Arizona Department of Health Services which grants us enforcement authority over Food Establishments, Retail Food, Bars/Lounges, School Food and Sanitation, Hotels/Motels, Trailer Coach Parks, Swimming Pools/ Spas, Summer Camps, Temporary and Mobile Food Units, and Water and Wastewater haulers. Inspections of Food Establishments are Critical Control Based whereby the focus is on handling practices which are more likely to lead directly to a Food Borne Illness. We believe that education is a recipe for prevention. We are always ready and willing to take the time to educate operators and employees on the best food safety management practices as they would apply to their operation in an effort to reduce or eliminate Food Borne Illnesses and Outbreaks.

We also inspect and enforce Public Nuisance Complaints covered under A.R.S. 36-601 Nuisances Dangerous to Public Health. Common Violations include but are not limited to: Septic/ Sewage complaints, Household Garbage complaints, Fly and Vector complaints, and Smoke Free Arizona complaints and referrals. Complaints involving Landlord/ Tenant relationships, Mold, Odors, and unsightly or junk ridden properties generally do not fall into the category of Nuisances Dangerous to Public Health and thus we have no enforcement authority over.

Please visit http://www.navajocountyaz.gov/ - Departments - Public Health Services - Enviornmental Health for more information.

*Lisa with the City of Show Low Public Library about the Summer Reading Program. It provides fun and exciting opportunities for children and teenagers to explore the world of reading and lifelong learning while helping to prevent the “summer slide” kids’ experience being out of school. Summer Reading features exciting events, such as Pawsome Readers (read to a therapy dog program), Craft Events and Special Events. We also offer Summer Reading opportunities for teens and adults!

This year's theme is "Libraries Rock" and be an online summer reading program.    You will be reading lots of books, attending fun activities and playing fun games all to earn points towards badges!  Earn badges by participating in reading and activities.  Points will earn you tickets which will be entered into a drawing for great prizes.  The more points you earn, the more tickets you receive, the more chances you have to win!  Stay tuned for more details as summer reading draws closer.  Click here to visit the summer reading website for more details and to register online starting June 1st.

You may also visit the library for a brochure or call for more information, (928) 532-4070.

 How does it work?

  • Starting on June 1st you can register online and at the library to start earning your points.
  • As you earn points, you will receive prize tickets.
  • Books, graphic novels, reading to dog, being read to, and listening to audiobooks all count!
  • When you complete the program, you will receive a prize!
  • Everyone who completes the program will be entered into a drawing for the Grand Prize.  There is one grand prize for each age group!

You may also drop off wood products, including pallets, treated and untreated lumber, and painted and unpainted lumber.

* Monday, June 4 – Friday, June 8 for Bulky Item Pickup, with city employees picking up any large unwanted appliances (empty refrigerators or freezers of all contents before placing at curbside), furniture, tires, etc. Keep trash bagged up. No construction debri. Bundle up branches so they're easy to manage. Items will be picked up in conjunction of your regularly scheduled trash collection day.
